To say that the British presidency seems reluctant to grasp the nettle of European constitutional reform, could be considered something of an understatement; they treat the subject as though it were somehow unclean.

At the European summit held at Hampton Court two weeks ago, the subject was by-passed, although, to be fair, we are supposed to be in 'pause for reflection' mode, a posture agreed by European heads last June after the 'no' votes in the constitutional referenda in France and the Netherlands.

Even so among European leaders it could be argued that there has been more pause than reflection. Or rather the British presidency has preferred the reflection to be about the challenges of globalisation. This may have generated good feeling but the difficult dossiers - including the constitution - remain. While the diners at the restaurant happily finish the champagne, this particular bill continues to lie, unopened and unread, on the table before them.
