<title>EUObserver comment - Let&apos;s pick up the constitutional bill</title>
<description><![CDATA[<p>A quote from the beginning of a <a href="http://euobserver.com/?aid=20303&rk=1">comment article about the Constitution from EUObserver.</a></p>

<p>To say that the British presidency seems reluctant to grasp the nettle of European constitutional reform, could be considered something of an understatement; they treat the subject as though it were somehow unclean. </p>

<p>At the European summit held at Hampton Court two weeks ago, the subject was by-passed, although, to be fair, we are supposed to be in 'pause for reflection' mode, a posture agreed by European heads last June after the 'no' votes in the constitutional referenda in France and the Netherlands. </p>

<p>Even so among European leaders it could be argued that there has been more pause than reflection. Or rather the British presidency has preferred the reflection to be about the challenges of globalisation. This may have generated good feeling but the difficult dossiers - including the constitution - remain. While the diners at the restaurant happily finish the champagne, this particular bill continues to lie, unopened and unread, on the table before them. </p>

<title>non and the show goes on</title>
<description><![CDATA[<p>The French have said non, but talkeuro is still going.  In fact this is an ideal place for you to record why you said no and which bits of the constitution you disagreed with.<br />
The talkeuro website will remain open and will adapt to future changes in the treaty documents over the next year or so.  It will certainly be an interesting one.</p>]]></description>

<title>talkeuro progress</title>
<description><![CDATA[<p>The French version of this site is getting regular traffic, mainly from search queries.  More features are in the pipeline now that there are regular visitors to the site.  The UK election held up new development work a bit, but our focus is now back on talkeuro.  <br />
Recently, talkeuro featured in <a href="http://www.guardian.co.uk/online/story/0,,1464055,00.html">The Guardian</a> as a result of a Demos report, entitled <a href="http://www.demos.co.uk/catalogue/wideopen/">Wide Open</a> by Geoff Mulgan and  Tom Steinberg.  The talkeuro project is also the subject of a <a href="http://www.xtech-conference.org/2005/wednesday.asp#1445">talk</a> at the <a href="http://xtech.org/">Xtech conference</a> next week in Amsterdam.</p>]]></description>

<title>Welcome to talkeuro</title>
<description><![CDATA[<p>talkeuro is a new website designed to help the citizens of the European Union to understand the proposed constitution.  The site launches with English and French as the two initial languages, there are five more waiting in the wings.  Our intention is to have a version for all 25 countries in the EU as soon as possible.</p>

<p>On the site you can read the constitution, add comments or annotation directly to the document.  There is also a <a href="/chat/">discussion forum</a> for wider conversations about Europe.  Finally there is a an ongoing effort to <a href="/wiki/">write a summary of the constitution</a>, a people's version.</p>

<p>To find out more about the people and process behind this project and how to join in, please look at the <a href="/about/">about page</a>.</p>

<p>There is a lot more to come for this site, new ways of visualising the conversations happening across the constitution and showing cross cultural differences, we just need you to come and get involved.</p>]]></description>
